§ 22701. Property Loss or Damage.
An officer or agent responsible under the government for
property will be charged for any damage (beyond ordinary wear
and tear) or loss, or destruction of the same, unless he shows to
the satisfaction of the Director of Administration, by affidavit or
depositions, or by report of a board of survey, that the damage,
loss or destruction was occasioned by unavoidable causes, without
fault or neglect on his part.
