§ 2104. Election Manual.
It shall be the duty and responsibility of the Commission to prepare an Election Manual of
administrative procedures, rules, regulations and forms to be used in the conduct of elections. All manuals
and publications shall be prepared pursuant to the Administrative Adjudication Law. The manual shall set
forth the regulations to be followed by all election officials, as well as the descriptions of the necessary
equipment and forms to be used in election procedures.
