§ 16101. Legislative Intent.

It is the intent of I Liheslaturan Guåhan that the people of Guam shall

have the right to exercise the power of initiative and referendum with regard

to legislative matters, and that I Liheslaturan Guåhan shall submit matters to

the voters for approval or rejection.
