§ 161. Rule-making Powers.
In the performance of its functions, the Commission may
adopt, amend and repeal, pursuant to the Administrative
Adjudication Law, rules and regulations, not inconsistent with this
Chapter, prescribing the procedures for conducting its business,
the procedures to be followed in the filing of applications and the
proceedings under this Chapter and such other matters as the
Commission deems appropriate.
