§ 12301. Legislative Findings.

I Liheslaturan Guåhan finds that the existing “911” system

is antiquated and insufficient for the Island’s emergency

reporting needs, and that there is a need to establish a new,

enhanced “911" system to better protect the health and safety of

Island residents. I Liheslaturan Guåhan further finds that in

order to fund the new, enhanced “911” system, a surcharge on

Local Exchange Telephone Service and Commercial Mobile

Radio Service should be established.
