§ 12108. Public Utilities to Furnish Information.
(a) Every public utility shall at all times, upon request,
furnish to the Commission all information that it may require
respecting any of the matters concerning rates and charges,
revenues and expenditures which it is given power to investigate,
and shall permit the examination of its books, records, contracts,
maps and other documents by the Commission, or any person
authorized by it in writing to make such examination, and shall
furnish the Commission a complete inventory of its property in
such form as the Commission may direct.
(b) Every public utility shall furnish the Commission with
annual reports containing information to be specified by the
Commission as well as copies of all internal financial statements
used by the utility on a monthly, quarterly or regular basis.
(c) The Commission shall require the utilities to follow
standard utility accounting procedures, or, in the case of the
Guam Power Authority to follow the accounting procedures
required by the Federal Energy Regulatory Commission.
