§ 1121. Budgetary Ceiling - Guam Legislature.
The total budget of the Guam legislature shall at no time
exceed two percent (2%) of the Government of Guam revenue
projections set for the same fiscal year, as enacted into law in the
Government of Guam Budget Act for that fiscal year. The
legislature must set a revenue projection for the Government of
Guam in the Annual Government of Guam Budget Act.
