Editor's note: Subsection (4) provided for the repeal of this section, effective July 1, 2026, if a majority of the electors voting in the November 4, 2025, election vote "Yes/For" the ballot issue referred to in this section. The ballot issue was referred to the registered electors as Proposition LL on November 4, 2025, and was approved by the voters, see L. 2026, p. 3649. Proposition LL was proclaimed by the Governor on December 9, 2025, with the following vote count:
