In the application of the improvement acts to proceedings under this division, the terms used in those acts shall have the following meanings: (a) âCity councilâ or âcouncilâ means the board. (b) âCityâ or âmunicipalityâ means the district. (c) âClerkâ or âcity clerkâ means the secretary. (d) âSuperintendent of streets,â âstreet superintendent,â or âcity engineerâ means the chief engineer of the district or any other person appointed to perform such duties. (e) âTax collectorâ means the county tax collector. (f) âTreasurerâ or âcity treasurerâ means the treasurer. (g) âRight-of-wayâ means any right-of-way owned or held by the district for the purpose of constructing or maintaining any work or improvements which the district is authorized to do.
