§ 6-1-404. Creation.
The School Leadership Coordinating Council consists of seventeen (17) members as follows: The Chair of the Arkansas Association of Colleges for Teacher Education Council of Deans; The Commissioner of Elementary and Secondary Education; The Director of the Arkansas Leadership Academy; The Director of the Division of Higher Education; The Director of the Division of Career and Technical Education; The Executive Director of the Arkansas Association of Educational Administrators; The Executive Director of the Arkansas Education Association; The Executive Director of the Arkansas School Boards Association; The Executive Director of the Arkansas Association for Supervision and Curriculum Development; The Executive Director of the Arkansas Rural Ed Association; A representative from the Arkansas Professors of Educational Administration; A representative from the Arkansas Center for Executive Leadership; A representative from an education service cooperative; A representative from the Arkansas Public School Resource Center, Inc.; A representative from the Arkansas State Teachers Association; The Chair of the Senate Committee on Education or the chair's designee; and The Chair of the House Committee on Education or the chair's designee. Any member may appoint a designee to serve in his or her place if necessary. The Chair of the School Leadership Coordinating Council is elected by majority vote at the first meeting of the council. All changes in council chair are decided by majority vote of the council. The council shall meet at the times and places that the chair deems necessary but no less than four (4) times per year. Seven (7) members of the council shall constitute a quorum for the purpose of transacting business. All actions of the council are by quorum. The Division of Elementary and Secondary Education, with the assistance of the Division of Higher Education and the Division of Career and Technical Education, shall staff the council. All nonlegislative members of the council may receive expense reimbursement in accordance with § 25-16-902 paid by the Division of Elementary and Secondary Education if funds are available. Legislative members of the council shall be paid per diem and mileage as authorized by law for attendance at meetings of interim committees of the General Assembly.
