Successor members shall be appointed for three-year staggered terms and shall serve until their successors are appointed and qualified. If any vacancy shall occur on the commission, the vacancy shall be filled by appointment for the unexpired portion of the term, in the same manner as provided for the initial appointment. Members of the commission shall serve without pay.
