§ 4.1025. Contested case—Hearing—Notice.
(a) In a contested case, all parties shall be afforded an opportunity for hearing after rea-sonable notice. (b) The notice shall include a statement of the time, place and nature of the hearing and a short and plain statement of the matters asserted. Case Notes: Both the territorial Administrative Procedure Act and the Department of Public Safety’s Standard Operating Procedure, a statement of internal management not defined as an administrative rule under the APA, afford a person under investigation the basic due-process rights of notice of the hearing, including a concise statement of allegations, and a right to a hearing at which there is an opportunity to respond and present evidence and argument on all issues involved and conduct cross-examination.
